This is a refinement of what may have been found on the footer of the home page. Stating things similar but different here...
A government exsists when a group of people decide to organize for a communal good ("com-un-al"). Sounds like com-u-gism right? It should because that's what it was supposed to be like. Community-Communal good.
A government exsists when a group of people decide to organize for a social good ("so-shal"). Sounds like socialism right? It should because that's what it was supposed to be like. Societal-Social good.
A government exists when a group of people decide to organize to print money ("duz-not-exist"). Money only comes after a communal or social good was identified as a reason to form a government. The use of money properly relies in inhereent trust of those who organized the government. A people that don't trust one another have no business printing money. Sounds like Amurica right now yes?
A government taken over by Pirates only remains a government until the Pirates are identified -- (somali land pirates are an obvous first choice but there are many others currently here, like the Basque, for example) . After the pirates are ID'd the people have a short time to rectify their boat or the government cease to exist at all -- and if that goverhment is printing money -- if that does not cease -- the other countries where life is better will simply stop trading with the crazy money printing criminally controlled pirate colony. << YOU ARE HERE!!>>

Thus, all forms of governnment can and should be deemed for communal good and/or "socialistic" and no government exists that is not "socialistic" because none were formed soley to print money.
A "commune"-istic overlay on a socialistic government is related to the word communal or commune -- whereby nobody owns property. Truly communist regimes typically follow charasmatic leaders. China and cuba are examples. The Bolsheviks in Russia were not communist, they were criminal. see category 4 below for those details.
A "capitalist" overlay on socialistic government suggests that all resources may be privately held and controled based on money and that those with money will be able to keep all markets in check due to competition. (but money is a socialistic concept to start with -- and in an improperly regulated game of capitalism, the singular goal of people with money is to eliminate competition. This concept is a pipe dream without deadly consquences for civil fraud -- as can be found in China today. ).
A "socialist" overlay on socialistic government suggests that smart decisions are made about what should be controlled by the government for best outcomes and what benefits from competitive markets (Russia and China are executing well here right now).
A "criminal" overlay on socialistic government transpires when land and water pirates, gypsies and thieves take control of a government that had one of the other overlays -- and they milk it dry and drive it into the ground. The people who drive these systems celebrate multi century piracy compaigns. They also typically have strong roots or ties back to Khazaria (modern day Ukraine / eastern Europe / Western Asia) although that idea has now been adopted by many other tribes making it just another 'overlay' now. (The United States has this disease now).
You know you are neck deep in a "criminal" overlay when the people running the government are all corrupt , but the people who are suppodly controlling the government have no control over the corrupt people. This position is known as "The Nuts running the Asylum" formation (among others).
